‘Offshore Wind Transmission – Policy and Development’

You are cordially invited by the Netherlands government, Netherlands Enterprise Agency (RVO)  and Holland Home of Wind Energy (HHWE) together with The New Jersey Board of Public Utilities (BPU) to join the bilateral “Knowledge Exchange” Roundtable discussion, adjacent to the ACP Offshore Wind Conference in Atlantic City, Monday October 28th.

Background

TenneT and PJM/NJ, respectively, represent a TSO-led and a Developer-led offshore wind (OW) transmission ownership and development policy. TenneT owns the HV grid in Netherlands, whereas utilities share ownership of the US grid. This fact, and the different regulatory regimes within which they operate, are major contrasting aspects of the two authorities.

Despite the differences, TenneT and PJM/BPU have each created effective implementation structures and continue to fine tune their RFP goals and requirements for OW – that also encourage meaningful innovations from contracts to technology. Dutch engineering and EPCI companies offer highly regarded standard and bespoke solutions for OW transmission installation, and an array of US utilities and private developers have been proposing valuable solutions – employing both US and foreign provision.

Against this backdrop, we’ll enjoy stimulating conversation that profiles these development mechanisms, and some of the planned and potential innovations for OW transmission. At TenneT, ‘standardized substations’ is indicative.

Knowledge Exchange and Roundtable Discussion

With BPU, we are co-hosting this knowledge-exchange with special attention to the US mid-Atlantic region. Following a Networking Lunch with inspiring pitches from US and Dutch companies on their work in OW, the K2K will continue with keynote presentations from DNV, BPU and PJM.

BPU & PJM will elaborate on the RTEP, the State Agreement Approach and the competitive proposal windows, where DNV will go more into detail about the TenneT process highlighting the roles of the Ministry of Economic Affairs and RVO.

This will be followed by an expert panel of Respondents who will share their insights, each representing viewpoints from their place in the value chain. The conversation will then open up to all. In attendance will be Dutch companies for substations, cable arrays, converters and components; and US utilities, developers, consultants, researchers and supply chain.

Planned attendees

Following the Roundtable, ad hoc discussion will ensue with invited participants – stakeholders, academia, industry – from the utilities to transmission investors, developers, and NL & US EPCI’s, consultants, researchers, supply chain; and NGO’s such as NOWRDC. The K2K sessions number 40 in attendance, on average. The event is by invitation only.
